Richard Hamlin Peterson was born in Berkeley, California on May 6, 1914. He received his B.A. and J.D. degrees from the University of California, Berkeley. After service in the navy during World War II he briefly practiced law, before joining the Pacific Gas and Electric company as an associate attorney in 1947.
